NABTU Applauds Trump Administration Decision to Reinforce PLA Executive Order

Washington, D.C. – June 18, 2025 – North America’s Building Trades Unions (NABTU) President Sean McGarvey issued the following statement regarding the White House’s decision to advance the use of Project Labor Agreements (PLAs) on federal construction projects:

“The debate over the effectiveness of Project Labor Agreements has long been settled and reaffirmed by industry leaders, contractors, developers, and governments alike: PLAs work. They remain the most reliable tool to ensure that large-scale infrastructure projects are delivered on time, on budget, and to the highest standards of quality and safety. With last week’s action by the Trump Administration, those benefits will continue to be realized across federally owned construction projects.

“The decision to reinforce the PLA Executive Order will create more middle-class careers for both union and non-union workers — as well as more opportunities for union and non-union contractors — and shows that there is agreement that PLAs should be used for large-scale construction projects.

“As federal agencies begin to implement this policy, communities across the country will see a boost in job opportunities on projects where PLAs guarantee workforce stability, project efficiency, cost certainty, and family-sustaining career pathways.

“We welcome this action as a commonsense move that strengthens taxpayer return on investment and delivers American infrastructure more effectively and safely, with a U.S.-trained, highly-skilled workforce built for success.”
