Environmental Review Schedule for Pipeline Projects in Southeast Texas
Background: FERC announced an environmental review schedule for the Pomelo Connector Pipeline Project (Pomelo Pipeline Project) and the South Texas Expansion Project (STEP Project) in southeast Texas. FERC intends to issue an EA for the projects by September 18, 2017 and a final authorization by December 17, 2017. The Pomelo Pipeline Project would involve the construction of new pipelines and gathering facilities in Nueces County, Texas, including: (1) approximately 13.6 miles of new 30-inch-diameter natural gas pipeline; (2) approximately 0.2 mile of new 30-inch-diameter pipeline; (3) a new 5,000 horsepower (hp) compressor station (Pomelo Compressor Station); and (4) associated above-ground facilities. The STEP Project would involve the construction of a new interconnection with the Pomelo Pipeline Project in Nueces County and: (1) a new 8,400 hp compressor unit at Texas Eastern’s existing Petronila Compressor Station in Nueces County; (2) a new 8,400 hp compressor unit, a new control building, new gas coolers, and station piping modifications at the existing Blessing Compressor Station in Matagorda County; (3) upgrades to existing compression facilities, new gas measurement enclosure, and piping modifications to the existing launcher/receiver on Line 16 at the existing Mont Belvieu Compressor Station in Chambers County; (4) piping modifications to the existing launcher/receiver on Line 16 and a new gas measurement enclosure within the existing Vidor Compressor Station in Orange County; and (5) piping modifications to the existing launcher/receiver on Line 16 at the existing Angleton Station property in Brazoria County.
